Establish a Simple and Equitable Funding System

  1. How do we ensure that funds get to the students with the greatest need?
    A proposed weighted student formula would allocate funds based on students' needs, so that funding will follow individual students. Currently we operate under a "unit count" by which funding is awarded simply on the number of students in a school. Vision 2015 will allow schools with high percentages of low-income, special education or gifted/talented students, for example, to get the resources they need. And districts and principals will have more flexibility in how that money is spent.

  2. How will a simple and accessible funding system at a state level be created? How will individual students' needs be determined or assessed?
    The Vision 2015 Implementation Committee of education, business and community leaders will continue to work with policymakers to develop a funding system that suits Delaware students' needs, including recommending various "weights" to meet the different needs of students.
